Early engagement with the local planning authority, statutory and non-statutory consultees and the local community has significant potential to improve the efficiency and effectiveness of the planning application process for all parties.

Good quality pre-application discussion enables better coordination between public and private resources and improved outcomes for the community.  This also assists local planning authorities in issuing timely decisions, helping to ensure applicants do not experience unnecessary delays and cost.

Both the National Planning Policy Framework and Planning Policy Wales encourage a pro-active pre-application process before an application is submitted.

Furthermore, the Town and Country Planning (Development Management Procedure) (Wales) Order 2012 requires a 28-day pre-application consultation on all major developments in Wales.
